None of these are machining costs. They are specification decisions, and they are why two suppliers can quote the same drawing 40% apart and both be right.
One supplier priced a general-tolerance part and the other priced every dimension as if it were functional. Until the drawing says which dimensions carry the load, both prices are guesses about the same amount of inspection and rework.
A quotation that assumes the material, assumes the finish and assumes the quantity is not a price, it is an opening position. Those three assumptions are the ones that move the number when production starts.
A dedicated fixture or tombstone is real work, and burying it in the piece price hides a decision from you. It belongs on its own line, where you can see whether the quantity justifies it.
Drawings move. A number quoted three revisions ago is a number for a different part, and the change was cheap when it was a two-minute note on a drawing and expensive after the program was cut.

Someone has to read the drawing, decide which machine runs the part, check tool access and wall thickness, confirm the material is available and choose the inspection plan. That is the work that happens in the twelve hours.
Where the model and the drawing disagree, we ask rather than assume. A thread called M6 on the model and M8 on the drawing is a five-minute question now and a scrapped batch later, which is why it goes into the DFM note instead of into the price.
Machining, standard workholding, inspection and export packing sit in the machining price. Finishing, heat treatment, reports, assembly and expedited shipping are quoted separately, so you can decide which of them the project actually needs.
That also makes a second order predictable. The same part re-quoted later should land close to the first price, and where it does not, the difference is visible rather than buried.
Within 12 hours you have the price, the lead time and the manufacturing notes together. If a drawing question changes the process, we ask before quoting rather than sending a number with a condition attached to it.
Approval is the only thing standing between the quotation and the machine. Production can start within 24 hours, and parts normally ship in 3–5 days on standard materials, with the finishing and inspection steps already scheduled inside that window.
Sending all five takes ten minutes and removes most of the questions that delay a quotation.

For simple prismatic parts, often yes, because the views define the geometry. Curved surfaces, blends and organic housings cannot be defined by views alone, so those need a model. Send the drawing and we will tell you which category it falls into.
Send the updated file with the revision marker and we re-quote. Small changes usually come back within a few hours, and a change that affects fixturing or stock size is flagged before cutting.
Once production has started, a change becomes a new order, which is why the DFM step happens first.
