Pick the shop that asks about your foam grade
If a supplier quotes foam without asking density, thickness and tolerance per feature, the price is a guess. Send the drawing and get a quote plus DFM feedback within 12 hours.
Match the foam grade to the router, not the other way around
Most foam problems start before the spindle turns. A drawing that says 'foam' gives the shop nothing to work with, because expanded polystyrene, extruded polystyrene, expanded polypropylene, polyurethane tooling board and PVC structural foam sit at very different points on the density and stiffness scale. Density drives chip formation, heat build-up and how much the part springs back after the cutter passes.
Low-density EPS and packaging grades cut fast but shed crumbs and fuzz. They need sharp up-cut spirals, high feed and low spindle load, and they will not hold a sharp internal corner. Tooling board in the 300–700 kg/m³ range behaves more like a soft plastic. It machines to a clean edge, holds threads for inserts, and is the usual choice for vacuum-forming molds and check fixtures.
PVC structural foam sits at the stiff end. It machines like a light wood-plastic composite, takes a good surface finish, and is common for signage, chemical-resistant fixtures and models that must survive handling. The trade-off is dust and tool wear. If your application is aerospace mock-ups, a lightweight grade wins; if it is a production fixture, pay for density.
One practical rule: write the grade, density and sheet thickness on the drawing. If the shop cannot name the grade they intend to use, they are guessing, and you will find out at first article.

What tolerance is realistic on routed foam
Foam is not metal, and quoting metal tolerance on foam is a fast way to fail first article. A dense tooling board routed on a stable machine with a vacuum fixture can hold roughly ±0.1 mm on a controlled feature. Thin sheets and soft grades move more, and ±0.3 mm or looser is honest on a packaging insert where only the pocket depth matters.
The variables are thickness, overhang and fixture quality. A 10 mm sheet held flat on a vacuum table stays put. A 50 mm block with a deep pocket can relax as material is removed, and the wall will bow. If the feature is critical, design a rib or accept a secondary hand-fit step.
For reference, our metal work runs to ±0.005 mm (±0.0002 in) and surface finishes from Ra 0.2–0.8 μm. Foam will never need that, and claiming it on a foam quote is a warning sign rather than a selling point. Ask what the shop can hold on your specific grade and thickness, and ask them to show it on the first article report.
Practical approach: put a tolerance block on the drawing that separates critical features from cosmetic ones. Shops will hold what you dimension tight, and they will stop wasting time chasing a number that does not matter.

Cutting strategy, tooling and holding for foam
Foam routing is a high-speed, low-load process. Spindle speeds run far higher than in aluminum, feed rates are aggressive, and depth of cut stays light so the cutter does not pack chips into the kerf. A shop that runs foam at aluminum parameters will melt the edge on PVC structural foam and tear the surface on EPS.
Tool selection is the other half. Up-cut spirals clear chips and give a clean top edge on rigid foam. Down-cut spirals protect the top surface where fuzz matters. Oscillating blades slice soft foam without generating heat, and they are the reason a foam-specific router beats a general-purpose mill on packaging inserts. For deep 3D geometry in tooling board, a ball nose with a long reach is normal, with a smaller stepover for finish.
Holding is where thin sheets are won or lost. Double-sided tape works for one-offs and flat plates. Production quantities belong on a vacuum table, sometimes with a sacrificial spoilboard that gets skimmed between runs. Deep pockets in a tall block may need tabs or a dedicated fixture so the part does not shift when the last wall is cut.

CNC router machining services for foam: what a capable shop looks like
A capable foam shop looks like a machine shop that also understands soft materials. Ask about the router fleet, the tooling inventory and the fixture approach. If the answer is a single general-purpose router with no vacuum table, they can cut a simple flat insert, but complex 3D geometry and thin walls will be a struggle.
Certification matters more than it seems. ISO 9001:2015, IATF 16949:2016, ISO 13485:2016 and ISO 27001:2022 tell you the shop has documented process control, traceability and information security. For foam inserts that touch medical packaging or automotive interior parts, that documentation is often a customer requirement, not a nice extra.
Lead time and quantity are the other two filters. A shop that quotes a 12-hour turnaround for quotation and DFM analysis, can start production within 24 hours and ships in 3–5 days will keep a prototype schedule alive. And no minimum order quantity means you can test one insert before committing to a full packaging program.
Finally, ask how the shop handles your files. Uploads should stay confidential, and an NDA should be available on request. Foam models often reveal unreleased product shapes, so this is not a formality.

What drives the price of a routed foam part
Foam routing is priced on time and setup, not on the material. The sheet itself is cheap compared with the machine hour, the fixture and the programming. That is why a quote that looks high on a small quantity often reflects a one-off fixture, and why the same part gets cheaper at 50 pieces once the setup is amortized.
Material grade moves the number less than people expect. Tooling board costs more per sheet than EPS, but it cuts cleaner and needs less finishing, so the total can be close. PVC structural foam wears tooling faster, which shows up as a slightly higher rate rather than a line item.
The real cost drivers are geometry and tolerance. Deep pockets, thin walls, sharp internal corners and tight tolerance on a soft material all add time. So does hand finishing, if the edge needs to look clean on a display model. Give the shop a clear tolerance block and a finish requirement, and the quote will be comparable across suppliers.
Watch for quotes that exclude inspection or fixture cost. A price that skips first article inspection is not a lower price, it is a deferred problem.

Foam routing questions buyers ask
Can you machine foam and metal on the same drawing package?
Yes. Foam parts are often paired with metal fixtures, brackets or inserts. We run both in-house, so the foam insert and the aluminum or stainless fixture that holds it can be quoted together and checked for fit before shipping.
The tolerance logic differs by material. Metal features can run to ±0.005 mm (±0.0002 in); foam features are quoted per grade and thickness. The drawing should separate them.
What file formats do you need for a foam routing quote?
STEP and IGES cover most 3D geometry. For flat inserts and panels, DXF or DWG is enough. Include a PDF drawing with the tolerance block, foam grade and finish note.
If the part is a packaging insert, send the product model as well. We can check clearance around the product rather than cutting a pocket to a nominal dimension that does not fit.
How tight can you hold a pocket depth in tooling board?
Depth is usually easier than wall position, because the cutter is controlled in Z against a flat reference. On rigid tooling board with a vacuum fixture, a controlled depth of about ±0.1 mm is realistic.
In soft foam, depth still holds reasonably well, but walls deflect. If the pocket must grip a part, design a slight interference and let the foam compliance do the work.
Do you offer finishing on foam parts?
Routed foam usually ships as-machined, with edges cleaned by hand where needed. Sealing, coating or painting is possible on rigid grades such as PVC structural foam and dense tooling board, and we can quote it as a separate step.
For presentation models, tell us the surface requirement up front. It changes the cutting strategy and adds a finishing operation, so it should not be discovered after first article.
What is the smallest and largest foam part you can route?
Small inserts down to a few centimeters are routine. At the large end, our maximum processing size is 4,000 mm, with machine travels including 4,000 × 400 × 150 mm and 750 × 1,150 × 550 mm.
Very large single-piece models may need to be split into sections and bonded. We will tell you at the DFM stage if that is the better route.
